Four Visits in a Row in 2010
I am so glad today to return to the province of Battambang once again after three previous visits – to inaugurate the SOS School Buildings, to preside over the groundbreaking ceremony to build the irrigation system at Konghot and to visit the brigade 51 which is stationing close to the border. This fourth visit is indeed prideful as I will have to officially inaugurate buildings for the University of Battambang and some more achievements.

The Battambang University
It is our pleasure and pride that the University of Battambang has sprung up elegantly as I saw it from a bird’s eye view. It is a great wisdom of HE Sar Kheng and Lok Chumteav (Madame) to put effort in getting this university off ground by combining separated tertiary and professional education facilities into one. Thanks to their great initiatives, new buildings have sprung up with old ones that were constructed, and now refurbished, back in 1965.

It has been noted in a report to me here that the achievements that we inaugurated today have cost some 6,815,702 USD and 495,600,000 Riel. It should be noted that the total amount of contribution from both inside and outside the country is 6,877,802 USD. This is a fairly big amount of money ever contributed. I greatly thank HE Sar Kheng and Lok Chumteav as well as contributors for their shares in making the university composed of well designed and built facilities in the province of Battambang.


There is one more building, provided by HE Dul Phok, to be completed. It will be a two story building that is going to serve as library. I also learn that there is this effort for buildings to be serviced as boarding houses for students and teachers. As male students, in the meantime, could benefit from staying in the Buddhist pagoda, by residing with monks, I assure that priority must placed on female students’ facilities while building the boarding house.

As far as teaching and studying tools are concerned, I have the knowledge that you already have 430 computers in five computing classrooms. The Deputy Prime Minister HE Sar Kheng and Lok Chumteav have accepted to respond positively to the Rector’s demand for an addition of 200 PCs, 70 laptops and 2,000 chairs. In fact we have now reached an information epoch that everyone has to have a computer. I also have one that would allow me to go online and browse for information, especially when I go abroad. It is the best means for me to get information from inside Cambodia through websites. 


As far as this proposal for the location for the Royal University of Agriculture of Battambang is concerned, and also a building to serve as boarding house, and I am sure that HE Chan Sarun, Minister for Agriculture and whose training background is in food and agriculture, would know what is best to do with this. I accept to take care of this proposal with a down payment of 100,000 USD. Again priority must be placed on providing facility and condition for female students. We have built, for your information, in Phnom Penh a number of student hostels because Cambodia is also providing scholarships to foreign students. 


Yesterday I also approved the formation of a commission under the leadership of HE Sar Kheng to see through the design and building of the Chea Sim-Komjaimie University, formerly Moha Russeivedic University in Prey Veng province. The University would be a conjoined position for students to come from the provinces of Prey Veng, Svay rieng and Kompong Cham. I would also like to declare my contribution of 100,000 USD for the construction work and another 100,000 USD for the students and/or teachers hostels.

Nuclear Engineering - a New Subject
As is reported by HE Prach Chan, the Governor of Battambang, as well as clearly stated in the report of HE Touch Visalsok, the Rector, together with new buildings, another remarkable thing is that the Battambang University is to offer a new subject course on nuclear engineering. The subject is indeed not included in curriculum of any universities in the whole country so far.
Let me clarify this point a bit as far as nuclear engineering in the curriculum of the University is concerned. This is in fact a response to the (Royal Government’s) Rectangular Strategy – Phase II. I have in fact removed from the policy a phrase about electricity production to be generated by nuclear power. Finally I have to put it back in because it is now a general trend in the world that everyone is looking for electricity to be generated by nuclear power.

We have had the proposal in the last months for investments in nuclear-powered electric power generation but we have not yet approved it. I hope that HE Keat Chhon, Deputy Prime Minister and Minister for Economy and Finance, who has his degree in nuclear engineering in France, could look into this matter and perhaps makes contribution in developing curriculum for this subject matter.

Four Universities in Four Provinces
In the last years, I have been so proud that we have put into use five new universities in between 2006 and 2010 in four provinces. In 2006, we put in to use the University of Svay Rieng (in the province of Svay Rieng), which was built under the initiative and leadership of the late HE Hok Lundy. In 2008, at Banteay Meanjei province, we put into operation the University of Banteay Meanjei, which was built under the leadership of HE General Ke Kimyan. Two years later, 2010, today we put into use the University of Battambang. We also have another University at the province of Siemreap.

A critical issue here for us is to build more schools in rural areas. (You may have noted that a few days ago) I have mentioned about and drawn attention of my vision of achieving a goal of one junior college for each commune. It is noted with pride that this vision has almost become a reality now whereas in some communes there have been more than one junior high school. In the district of Tramkok of Takeo province for instance there are up to seven junior high schools. This is not a surprise because as we all are witnessing here now our country has got a university at the provincial level, take for instance in the p;rovinces of Battambang, Banteay Meanjei, Sieamreap, Svay Rieng, etc., in addition to those that are seconded to universities in Phnom Penh.
Assistance provided by the Buddhist community, mainly from pagoda for those who have to go on in their education, is not a particular case for me but a general one. Let’s take the case of Deputy Prime Minister HE Keat Chhon. The fact that he was able to continue his study in Phnom Penh and on to France is because there had been helps from the Buddhist monks and various other sources. 

Equal Chance for Education
It should be understood and well appreciated that it is because of peace that prevails throughout the country that we are having an increasing chance for doing many things. In time of war, parents and teachers, as well as students themselves, would be concerned for safety while in search of education and in fulfilling mission of education. In absence of war, it is worth saying that it is now time for our compatriots to enjoy peace and equal chance for education.
It is also obviously true that addressing issue of equal chance for education would in fact help narrow the intellectual gap between rural and urban, poor and rich in terms of human resource development. It is true that we have seen more of intellectual concentration before only in Phnom Penh and around. As we have narrowed down the gap in education, it is anticipated that such action would result in eventual lessening of gap in property and other sectors. These are the significance of our effort to decentralize schools of all levels – primary to university – throughout the country. 

I am sure that the university is for use not only by students who are daughters and sons of our people in Battambang, Pailin or Pursath provinces, but also those from other provinces and cities, Phnom Penh also included, who happen to have relatives in the province (of Battambang). I wish to affirm that everyone is equal from birth (as far as physical and mental health and ability are concerned). We should be of agreement that it is not always the case that children of the rich would do better in school, while children of the poor would suffer a reversal trend. You must agree with therefore that what really concerns us here is to provide them equal chance for education.

Peace Environment – More Achievements
I would like to take this opportune moment to officially inaugurate two segments of national road with a total length of 40 kilometers. The first segment is 16 kilometers that runs from the national road 77 through to the site of Komping Puoy reservoir. We also should thank Okhna Sok Kong for his generous contribution on my behalf and that of HE Sar Kheng’s in providing a transformation of the Komping Puoy reservoir into a tourist destination. The second segment is running 24 kilometers from the city of Battambang to the district of Banan, financed by the Asian Development Bank and the (Royal Government’s) counterpart fund.

It should be noted also that (because of joint efforts to develop and improve tourist destination) in the last nine months there have been 195,000 tourists visiting Battambang province, a figure that is 3.2% increase to that of 2009. I am sure the figure is also picking up further for October, November and December. It should be noted also that there has been development and vast improvement of hotels and services in Battambang province.

For people living in this part of the country, I may say that aside from the above two national roads, there will be two more roads that I will take my time to come and preside over their groundbreaking ceremonies in February next year. The first will be connecting Banteay Meanjei to Pailin via Koun Damrei, Koun Damrei, Mealay, Sampeo Loun, Komrieng and Phnom Preok. Another road will be the one that runs from Thmor Kol district to Bovel district and from Bovel there will be a juncture of two lines – one of which will go to Sampeo Loun district, while another one will go to Phnom Proek and Komrieng districts. Also fund is sought for building another road to point 400 at the border with Thailand.

Some Reminiscences and Drastic Changes
Taking this opportune moment I would like to thank the CPP working groups for their joint efforts with the local authorities of Battambang province under the leadership of HE Sar Kheng. It should be noted that the initiative also has the supports of Samdech Chea Sim, President of the Senate and President of the Cambodian People’s Party, and Samdech Heng Samrin, Honorary President of the Cambodian People’s Party and President of the National Assembly, as well as various others.
Maybe it is good to recall some stories (in relation to our efforts in this part of the country) back in 1985 when we were so poor that a piece of woven mat was used as window cloth. I could remember that HE Ke Kim Yan was the governor of Battambang province. It was that year that my wife and I were here and we went to visit the Japanese-assisted rice cultivation and experiment farm project at Tuol Samraong. Maybe HE Ke Kim Yan still remembers I asked him to place in my map Brigade 415, which, according to not-well informed sources, was established not long ago, but (Ee) Chhean (Governor of Pailin province and former Khmer Rouge commander) has confirmed to me just now that it was formed since June 1979. We learned about its existence only in 1985 as Brigade 415 stationed near Pailin, which was then a part of Battambang province.

The situation has comparatively and drastically changed. Until 1990 Ee Chhien was still making war (with the Royal Government of Cambodia) from Pailin, now he is sitting here with us. How could we blame all responsibilities on him (Ee Chhean) as in fact the war was a creation by those of former generations? Thanks to the win-win solution, from which peace has been achieved and prevailed, we have now moved Brigade 196 to station at Komping Puoy, Brigade 95 has now been moved to station at the Adhibadei High. I also remember to come to Battambang province again in 1990 to review the military situation in general and around the city.

I may recall that Ee Chhean troops forced General Pol Saroeun’s troops to withdraw twice, once in 1989 and again in 1994, from battles in this part of the country. Psychologically, the two Cambodian forces then fought for a position. When one side won, another side retreated. They did not worry because it would be a loss (of position or territory) to Khmer. I am sure if it were foreign forces, like in Preah Vihear province, such a retreat would not be an option. Well, as far as this matter is concerned, use of the word invasion has come to a stop as we have achieved a complete normalization (of the situation). I have marked that (the place) was invaded on July 15, 2008, and the withdrawal took place at 10:30 am on December 1, 2010.

We purchased a number of military tools and means for war in the past and some have been kept in good service for when they are needed. We just launched a real ammo test fire from 15 trucks to verify whether they are ready or in good condition. We have just got hundreds of new tanks and armored vehicles. They all have been placed in warehouses and only old ones are ready for service. The new ones will be kept ready for eventual need.

Responses to Ill-Willed Remarks
As of the present, situation has improved greatly day after day. There has been some irrational observation that Cambodia is getting poorer. I wonder how could anyone is stated to be poorer than when one was in 1979 (when the country was liberated from the genocide). Let’s ask those who are now in their 70s because by then they must be in their 40 years of age. Could they recall as to what they did have at the time. Some people had plates but no spoons, while some got oxen but no carts. What happened in Cambodia was not that simple. The ICAPP (International Conference of Asian Political Parties) delegation found it hard to understand and believe as to such a thing could have happened in Cambodia, let alone the fact that Phnom Penh was starting from no-resident city.
It is normal for them to have such feeling because they have seen things these days in a normal state with skyscrapers. What has been said to the contrary of the present reality is beyond imagination. Let’s ask these monks here if they could stand a chance to benter monkhood under the regime of Pol Pot? Tomorrow we will celebrate the Human Rights Day and you may agree with me that these rights are defined to be those to life, to food, to education, healthcare, etc.

Some in the opposition have even taken their vows to sue me to the international court in the case of K5 national defense plan/project (which includes clearing forest and building a levee and a canal along the border with Thailand). If it were not because of their threats, I would not choose to fulfill that option. If ever the case is in court, I am sure the first to stand trial would be the United Nations for its recognition of the Khmer Rouge and for allowing the Khmer Rouge to occupy the Cambodian seat. Then Tripartite Coalition Government joined their forces to fight the Phnom Penh Government, where possible return, in the case they won the war, would be the regime of Pol Pot.


Can they clarify that if they did or did not do it? Had there been or not in 1979 the Tripartite Coalition Government, in which there was also Khmer Rouge as one of its member? If there were no such threats, but then Government, that was established and led by the late Prime Minister HE Chan Si, and which I was inherited from him, had taken the initiative and action without a justified cause, I would take full responsibility and would report myself to the court in The Hague. However, first of all, they have to answer if there were or not real threat against the Phnom Penh Government and against rebirth of the Cambodian people. Have you accepted that there was the regime of Pol Pot in between 1975-79?


As of these days the United Nations have also collaborate with the Royal Government of Cambodia to carry out the trial of former Khmer Rouge leaders. The case of 001 has been closed and the case of 002 has processed. The situation has now changed that not only that we no longer had resistance forces in the jungle, no one has been forced to go to war, but also we have to reduce the forces and also to accept no more new recruits. (I do not know) if this is someone’s trick so as to have a chance to return (from abroad) to the country. (If s/he behaved in an irresponsible manner), s/he would have to wait.


They also claimed that democracy in Cambodia is in a setback position. Has it been advancing before? So you recognized that there has been a democracy then? They have always denied it. Why do they change their remarks so instantly? It is so surprisingly naïve that they have said using foreign radio broadcast that so and so number of population is in constant fear and because of fear they dare not cultivate and are worried that their lands would be confiscated. Battambang province is the rice bowl of the country and this year has produced 75,000 tons of rice, which is 5,000 tons more than last year. Is it because of such fear as they said?

On Political Party Formation
So and so has claimed to be the best choice for the country and people but why has s/he got only a small number of seats? Why could you not replace the Royal Government? Why s/he recently cheated people, despite my written instruction that I have no comment, that I am offering support for so and so to set up political party. They even said that the Funcinpec officials who may want to swing side may do so as they will negotiate with the Prime Minister to keep their current positions. It was in response to this insanely distortion that I prepared a message for the people, the coalition government, CPP and Funcinpec, about my position that I would not tolerate a de facto tripartite coalition.


They have created a big mess and Deputy Prime Minister (from Funcinpec) HE Nhek Bun Chhay may have not understood me. Fundraising seems to have started now and they have fooled businessmen that the Prime Minister allows so and so to form political party. Some have disguised their activities as non-governmental organization, while some propose themselves to be fathers of democracy or Buddha, etc. Let me assure in my statement today that no matter how many seats the (current Funcinpec coalition partner) will get, I will consider them the coalition partner because we have been working together and we have a good knowledge of each other. 

Politician or the King’s Advisor
It does not matter whether s/he does, stays in opposition or goes along with, but there is one thing that needs to be resolved. I am the one who has proposed ranks and privileges for so and so in the royal family since members of the Royal family are not involved in politics. Some have got equivalent ranks of Prime Minister, Deputy Prime Minister, Minister, etc. That is my idea that I have proposed to HM the King.


Today, on TV, because so person has ceased to abide by the rule and gets involved in politics, I will propose to HM the King to end his position as advisor of HM the King. HM the King is neutral. When an advisor of HM the King is involved in politics, why can’t it be inferred about HM’s involvement? When the person lost in the political elections, would not it be a loss seen for HM the King? I need to send out a clear message (as far as this return to politics decision is concerned).
It is quite a mess because of one person has been making unreliable decision about political involvement, I do not mean to harm anyone. My only intention is to keep the Cambodian Royal family respectable. However, they should not underestimate my (political) resolve. You are welcome (to politics again). I respect human rights but I would not bow to anyone who would want to have double rights (of being politician as well as advisor of the King). S/he may have to choose one among the two: if you want to participate in politics, you have to stop being the King’s advisor, and if you want to retain your advisor position, you have to abandon politics.

As far as the petition for the return to politics is concerned I also have the information. I know who is in charge of collecting signatures in Batambang, Siemreap and Kompong Cham provinces. It was a case too that the petition in Siemreap province had been advised to get more thumb prints. There has been attempt to woo some in the current coalition government and I know who that would be. Some said they would stay on for a while. I would suggest to Deputy Prime Minister and Minister for Interior HE Sar Kheng to look into this matter. I would not allow for that. If they are so expressed to leave I will get them off the Government list. I would not tolerate a snake with two heads at all.

Everyone rights have to be attached with rule of law as their conditions. Some foreign radios have been busy making interviews with so and so, but they would not go for the masses who would speak in favor of the Cambodian People’s Party. If ever they interview officials or supporters of the Cambodian People’s Party, it is highly possible that those interviews would not be broadcast or not in full. That is why I do not grant any interview unless it is live. However I now have so many radios and TVs that it may not be necessary to speak on foreign radios at all.

I think I have made it clear now that I do not give green light to anyone to do anything, nor I ever grant my support to so and so to go into politics. S/he may do whatever s/he wants but s/he must not link it in any way to my name or cause harm to anyone.

The Most Rice Produced in 32 Years
2010 may be the year that we have harvested the most rice in almost 32 years after the fall of Pol Pot. We have harvested and collected almost 8 million tons of paddy rice. With this amount we are expecting a surplus of about 3.7 million tons of paddy. According to some preliminary calculation, some 2.4 million tons of milled rice for export will be available.


However, maybe (Deputy Prime Minister) HE Keat Chhon could verify it with the World Food Program on an interview. Have you seen the interview (provided by the World Food Program) that said Cambodia is vulnerable to being food insecure? At the same time we have a request from them for a supply of 2,000 tons plus a certain sum of money every year. I wish that this information is checked and if it is true, we should get our rice and money back? A correction need to be made.

Maybe HE Keat Chhon could summon WFP representative in Phnom Penh for clarification. In fact their task is to collect rice in the world to give to Cambodia, but they have asked from Cambodia in the past three or four years. They also do the same for this year. We could not afford to give (rice and money) to the organization that is going to give the rice back to us and discrediting us at the same time. The amount of some 2,000 tons is good for giving out to orphanages.

Vietnamese hospital in Phnom Penh to be operating by mid-2013

PHNOM PENH (Cambodia Herald) - A 500-bed affiliate of Cho Ray hospital in Ho Chi Minh City is expected to be operating in Phnom Penh by June next year, Saigon Giaiphong reported Saturday.

The newspaper said the $42 million project was "of particular importance" among the 34 projects in Cambodia from investors in Ho Chi Minh City which were valued at $198 million.

The report coincided with a ceremony at the Ho Chi Minh City Grand Theatre on Friday to mark the 45th anniversary of diplomatic relations between Vietnam and Cambodia.

People's Committee chairman Le Hoang Quan reportedly said that June 24, 1967 marked the revolutionary struggle of the two countries nurtured by the late president Ho Chi Minh and former king Norodom Sihanuok.

Consul-General Sam Samouth was quoted as saying that Cambodians were deeply grateful for Vietnam's help in escaping from genocide and rebuilding the country.

Why Cambodia? William E. Todd, U.S. Ambassador to the Kingdom of Cambodia

Wow!  Thank you to everyone for the wonderful feedback and questions I received after my first “Ask the Ambassador” column last week.  I am excited by how many Cambodians are interested in having a dialogue with me, and I hope to continue to hear from you at AskAMBToddPP@state.gov.

This week, I will answer three questions that I received that I feel are very well related.  The first question, “Why did I choose Cambodia?” is very easy for me to answer.  It is a great country at a very important time in its history, and I feel I can make a positive difference.

This is not the first time I have been to Cambodia.  Over the years I have visited several times, most recently about two years ago when I came with my family.  At the time I was the U.S. Ambassador to Brunei.  We wanted to see Cambodia’s beautiful countryside, get to know its people, and enjoy the country’s culture.  We visited throughout the country including Phnom Penh and Siem Reap – we fell in love with the amazing temples, the excellent food, and most of all, the people.  Cambodians are wonderful and welcoming, and I felt blessed to show my wife and my children this “Kingdom of Wonder.”

I also knew if I could ever become Ambassador I could make a difference.  Fortunately for me two years later, I am very happy to be here.

That brings me directly to the next question I will answer today, “What is the United States doing for Cambodia?”  As U.S. Ambassador to Cambodia, my primary goal is to promote an effective partnership between our two nations.

To that end, the United States provides funding to many NGOs that work throughout the country on a wide range of issues important to Cambodians – from the prevention of human trafficking to environmental issues with the Mekong River.  Beyond that, U.S. government agencies such as the U.S. Agency for International Development (USAID), Centers for Disease Control (CDC), U.S. Naval Medical Research Unit (NAMRU-2), and the Peace Corps work directly to improve opportunities and the general quality of life for Cambodians.

Many of you may have heard that the U.S. Department of State issued its 2012 Trafficking in Persons Report last week.  For Cambodia, we wish to raise awareness on the subject of human slavery and assist Cambodia with its own efforts to address the problem.  This year was a special year for combating trafficking-in-persons in Cambodia as Secretary of State Hillary Clinton recognized Prum Vannak Anan, whose personal efforts have made an extraordinary difference in the global fight against modern slavery.  Mr. Vannak Anan’s work is a clear indicator that Cambodia is determined to eliminate this scourge, and the United States wants to be an engaged partner to make this happen.

Much of what we do is behind the scenes.  We are not building bridges or resorts, but rather, we are directly helping to advance the health, education, and security of everyday Cambodians.  If you want to learn more about our embassy’s programs, please visit the U.S. Embassy website at http://cambodia.usembassy.gov/.

Lastly, several people wrote to ask “What do you think of Cambodia’s situation nowadays?”  This is a big question, and one that I will address again and again in this column and on my blog (http://blogs.usembassy.gov/todd).  But from my last trip to Cambodia to now, I can definitely say that I am impressed by the development all over the country.  Roads are improving, and there are skyscrapers being built all over Phnom Penh.  These are sure signs of positive economic growth.  The country is beginning to transition from an agricultural-based economy to an industrial-based economy, which is a good sign of progress. 

Children need an education, people with education need to be able to find meaningful work in Cambodia, and Cambodia needs to continue working to become more attractive to business investors.  Young people need to stay in school as long as they can to get as much education as possible.  The youth of this country are its future.  The other day someone asked me, “In your opinion, Ambassador, what is the most important ‘sector or asset’ in Cambodia?”  I responded that it is the Cambodian youth; they are the future with over 70% of the population being 30 years of age or younger.  Through training, experience and opportunity, they will be the business and government leaders of this nation someday.

All of these things are related, and they are what I want to work on directly with Cambodians.

Cambodia is a wonderful place to live, and I am glad to be here working with the government, civil society, and the Cambodian people.  I know that together, by having these discussions, we can become even closer.

Cambodia-Vietnam business summit held in new high-growth zone

PHNOM PENH (Cambodia Herald) - Ha Tien, the town where Prime Minister Hun Sen and Vietnamese counterpart Nguyen Tan Dung are co-chairing an investment conference Sunday, is at the western edge of a new economic zone in Vietnam bordering Kandal, Takeo and Kampot provinces.

Announced by Dung in December, the zone comprises Can Tho, the biggest Vietnamese city in the Mekong Delta, and the provinces of An Giang, Ca Mau and Kien Giang where Ha Tien is located on the Gulf of Thailand across the bay from Kep.

Under the prime minister's decision, the zone would grow 25 percent faster than the rest of the Vietnamese economy over the next 10 years. The area is also targeted to account for 40 percent of Vietnam's gross domestic product (GDP) by 2020.

The Vietnam News Agency (VNA) reported in December that the zone would focus on industry and services. Industrial and construction activities are targeted to rise from 29 percent of economic output in 2010 to 40 percent in 2020 while the services sector is expected to increase from 42 percent to 45 percent in the same period.

The ratio of trained workers is meanwhile targeted to jump from 38 percent of the labor force in 2010 to 65 percent in 2020 with annual income rising from $1,200 per capita to a targeted $3,000, the report said.

VNA said the zone would focus on developing three thermal power plants with a capacity of up to 9,400 megawatts, fueled by gas from fields off the southwest coast. It said the government was also putting priority on developing transport infrastructure in the zone including Phu Quoc island.

Cambodian officials have said that ferry services between Phu Quoc and Kep are expected to start this year. The island, an increasingly popular tourist destination, is currently accessible by ferry from Ha Tien and Rach Gia, the capital of Kien Giang, and by air from Ho Chi Minh City.

To boost local tourism, Vietnamese border officials have recently authorized Cambodian vehicles to cross the border from Kampot to Ha Tien, which is a 20-minute drive from Kep.

Ha Tien was founded around 1700 by group of Chinese traders led Mo Jiu, known as Mac Cuu in Vietnamese. On March 14, 1978, Ha Tien was the site of a brutal massacre by Pol Pot troops in which 130 civilians were killed. Both Mac Cuu and the massacre are still commemorated in Ha Tien today.

ភ្នំពេញៈ គណបក្ស​ប្រជាជន​កម្ពុជា​ ដែល​ជា​គណបក្ស​កាន់​អំណាច​ បាន​គ្រប់គ្រង​ជា​ផ្លូវ​ការ​ លើ​ឃុំ​សង្កាត់​ចំនួន ១៥៩២ ក្នុង​ចំណោម​ឃុំ​ សង្កាត់​សរុប ១៦៣៣ បន្ទាប់​ពី​ការ​បោះឆ្នោត​ឃុំ​សង្កាត់​ថ្ងៃ​ទី ០៣ ខែ​មិថុនា កន្លង​ទៅ​។ លទ្ធផល ​នេះ ​ក៏​បាន​ព្យាករ​ផង​ដែរ​ថា គណបក្ស​ប្រជាជន នឹង​គ្រប់គ្រង​អាសនៈ​ភាគ​ច្រើន​នៃ​អាសនៈ​សរុប ១២៣ ក្នុង​រដ្ឋ​សភា​នៅ​ក្នុង​ការ​បោះឆ្នោត​ជាតិ​នៅ​ថ្ងៃ​ទី ២៨ ខែ​កក្កដា ឆ្នាំ​ក្រោយ​នេះ។

លោក ទេព នីថា​ អគ្គ​លេខាធិការ​នៃ​គណៈកម្មាធិការ​ជាតិ​រៀបចំ​ការ​បោះឆ្នោត (គ.ជ.ប) បាន​ថ្លែង​ថា លទ្ធផល​ជា​ផ្លូវ​ការ នៃ​ការ​បោះឆ្នោត​ឃុំ​សង្កាត់ បាន​ប្រកាស​នៅ​ថ្ងៃ​អាទិត្យ ម្សិលមិញ ដែល​ក្នុង​នោះ គណបក្ស​ប្រជាជន​ឈ្នះ ៨២៩២ អាសនៈ នៃ​អាសនៈ​សរុប​១១៤៥៩​អាសនៈ ក្នុង​ឃុំ​សង្កាត់​ចំនួន ១៦៣៣។ លោក​បន្ត​ថា គណបក្ស សម រង្ស៊ី ដែល​ជា​គណបក្ស​ប្រឆាំង បាន​ឈ្នះ​ ២១៥៥ អាសនៈ កាន់កាប់​តំណែង​មេ​ឃុំ​ ចៅសង្កាត់​ ចំនួន ២២ ​គណបក្ស​សិទិ្ធមនុស្ស យក​បាន​អាសនៈ​៨០០ អាសនៈ និង​កាន់​តំណែង​មេ​ឃុំ ឬ​ចៅ​សង្កាត់ ១៨ គណបក្ស​ហ៊្វុនស៊ិនប៉ិច ឈ្នះ ១៥១ អាសនៈ កាន់​តំណែង​មេ​ឃុំ​ ឬ​ចៅ​សង្កាត់ ១ គណបក្ស​នរោត្តម រណឫទ្ធិ ឈ្នះ ៥២ អាសនៈ គណបក្ស​សម្ព័ន្ធ​ប្រជាធិបតេយ្យ​ឈ្នះ ៨ អាសនៈ និង​គណបក្ស​ជាតិ​ខ្មែរ​ឈ្នះ ១ អាសនៈ​។

លោក ទេព នីថា បាន​បន្ថែម​ថា៖«បរិស្ថាន​បោះឆ្នោត​ជា​ទូទៅ បាន​ប្រព្រឹត្ត​ទៅ​ដោយ​រលូន ប៉ុន្តែ​មាន​ការ​រិះគន់​ជា​ធម្មតា ដោយ​គណបក្ស​ប្រឆាំង​ថា បោះឆ្នោត​មិន​សេរី និង​មិន​យុតិ្តធម៌​»។
លោក​បន្ថែម​ថា គ.ជ.ប នឹង​បញ្ជូន​បញ្ជី​ឈ្មោះ​បេក្ខជន របស់​គណបក្ស​ ទៅ​ក្រសួង​មហាផ្ទៃ នៅ​ថ្ងៃ​ចន្ទ ហើយ​បេក្ខជន​ទាំង​អស់​នឹង​ចូល​កាន់​តំណែង​ក្នុង​ឃុំ សង្កាត់​រយៈ​ពេល ១៤ ថ្ងៃ បន្ទាប់​ពី​ក្រសួង​ទទួល​បាន​បញ្ជី​ឈ្មោះ​បេក្ខជន​នោះ។ លោក​បន្ត​ថា៖ «​មាន​តែ​ក្រសួង​មហា​ផ្ទៃ​ទេ ដែល​នឹង​តែង​តាំង​បេក្ខជន​ទាំង​នោះ​ ពី​គណបក្ស​នយោបាយ ឲ្យ​ទទួល​ការងារ​នៅ​ឃុំ​ សង្កាត់​។ វា​ផុត​ពី​ដៃ គ.ជ.ប ហើយ​»។

គណបក្ស​សិទិ្ធ​មនុស្ស បាន​ចេញ​សេចក្តី​ថ្លែងការណ៍​មួយ កាល​ពី​ម្សិលមិញ ដោយ​បញ្ជាក់​ជា​ថ្មី​ម្តង​ទៀត​ថា ការ​បោះឆ្នោត​ជ្រើសរើស​ក្រុម​ប្រឹក្សា​ឃុំ សង្កាត់​អាណត្តិ​ទី ៣ នេះ មាន​ភាព​មិន​ប្រក្រតី​យ៉ាង​ធ្ងន់ធ្ងរ ដែល​ គ.ជ.ប ត្រូវ​តែ​ទទួល​ខុស​ត្រូវ​នោះ គឺ​យន្តការ និង​នីតិវិធី ធ្វើ​ឲ្យ​អ្នក​មាន​សិទ្ធិ​បោះឆ្នោត​មិន​អាច​បោះឆ្នោត​បាន ដែល​មាន​ចំនួន​យ៉ាង​ច្រើន​សន្ធឹក​សន្ធាប់ ដែល​នេះ ជា​ការ​រំលោភ​លើ​សិទ្ធិ​ពលរដ្ឋ និង​សិទ្ធិ​នយោបាយ​របស់​ប្រជាពលរដ្ឋ​ខ្មែរ​។ ​គណបក្ស​ប្រឆាំង​មួយ​នេះ​ បាន​សរសេរ​ក្នុង​សេចក្តី​ថ្លែង​ការណ៍​ថា៖ «​គណបក្ស​សិទិ្ធមនុស្ស យល់​ឃើញ​ថា ជ័យជម្នះ​របស់​គណបក្ស​កាន់​អំណាច ទទួល​បាន​ដោយ​ការ​បោះឆ្នោត ដែល​មាន​ភាព​មិន​ប្រក្រតី​យ៉ាង​ធ្ងន់ធ្ងរ ​ជា​ជ័យជម្នះ​មិន​ថ្លៃ​ថ្នូរ ដែល​មិន​ត្រឹម​តែ​ធ្វើ​ឲ្យ​ប៉ះពាល់ ដល់​កិត្តិយស​របស់​គណបក្ស​កាន់​អំណាច​ប៉ុណ្ណោះ​ទេ តែ​ធ្វើ​ឲ្យ​ប៉ះពាល់​ដល់​កិត្តិយស​របស់​ជាតិ​ខ្មែរ​ផង​ដែរ»។

ជាមួយ​គ្នា​នេះ​បក្ស​សិទ្ធិ​មនុស្ស​បាន​ទាមទារ​ឲ្យ​ធ្វើ​ការ​ផ្លាស់ ប្តូរ សមាសភាព​មេដឹកនាំ គ.ជ.ប ធ្វើ​បញ្ជី​បោះឆ្នោត​ជា​ថ្មី​ឡើង​វិញ លុប​ចោល​ទម្រង់​ផ្សេងៗ​ដែល​ជា​នីតិវិធី​ដ៏​ស្មុគស្មាញ​ នៃ​ការ​បោះឆ្នោត ហើយ​ គ.ជ.ប ត្រូវ​តែ​ធានា​ថា ប្រជា​ពលរដ្ឋ​ខ្មែរ​គ្រប់​រូប ដែល​មាន​សិទ្ធិ​បោះឆ្នោត ត្រូវ​តែ​អាច​បោះឆ្នោត​បាន​។

ក្រោយពីសង្រ្គាមស៊ីវិល បានបញ្ចប់ជាស្ថាពរនៅឆ្នាំ ១៩៩៨ រាជរដ្ឋាភិបាលកម្ពុជា ដែលមាន សម្តេចនាយករដ្ឋមន្រ្តី ហ៊ុន សែន ជាប្រមុខបាន យកចិត្តទុកដាក់យ៉ាងខ្លាំងក្លា ក្នុងការអភិវឌ្ឍន៍ធនធានមនុស្ស និងពង្រឹងគុណភាពអប់រំ គ្រប់កម្រិត ចាប់តាំងពី ថ្នាក់មូលដ្ឋាន ដល់ថ្នាក់ឧត្តម សិក្សា។ ជាពិសេស រាជរដ្ឋាភិបាលបានដាក់ចេញ នូវផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ជាតិ បានតាក់ តែងច្បាប់ និងវិធានគតិយុត្តពាក់ព័ន្ធ និងវិស័យសិក្សាធិការជាច្រើន ព្រមទាំងបានបង្កើតស្ថាប័នជំនាញ ដើម្បីជួយជំរុញឲ្យ គ្រឹះស្ថានឧត្តមសិក្សា នៅកម្ពុជា មានការរីកចម្រើន និង មានការទទួលស្គាល់ គុណភាពអប់រំ នៅក្នុងតំបន់ និងនៅលើពិភព លោកទាំងមូល។

នៅក្នុងបរិបទ នៃការអភិវឌ្ឍន៍ សេដ្ឋកិច្ចជាតិ គ្រឹះស្ថាន ឧត្តមសិក្សានៅកម្ពុជា បានដើរតួនាទីយ៉ាងសំខាន់ ក្នុងការអភិវឌ្ឍន៍ ធនធានមនុស្ស ប្រកបទៅដោយ ចំណេះដឹង ចំណេះធ្វើ និងក្រមសីលធម៌ខ្ពស់ ដើម្បីរួមចំណែកអភិវឌ្ឍន៍សង្គម និងសេដ្ឋកិច្ច ប្រកបដោយចីរភាព ក្នុងគោលដៅកាត់បន្ថយភាពក្រីក្រ និងសម្រេចបាននូវគោលដៅ អភិវឌ្ឍន៍សហស្សវត្សរ៍ របស់រាជ រដ្ឋាភិបាល។

ថ្វីបើគ្រឹះស្ថានឧត្តមសិក្សា នៅកម្ពុជា ត្រូវបានគេមើលឃើញថា បានជួបប្រទះនូវ ឧបសគ្គមួយចំនួនដូចជា ការផ្តល់ ហិរញ្ញប្បទាន របស់រាជរដ្ឋាភិបាល មកលើគ្រឹះស្ថាន ឧត្តមសិក្សា នៅមានកម្រិត លក្ខខណ្ឌជ្រើសរើស និស្សិតចូល សិក្សានៅ មានភាពអនុគ្រោះច្រើន កម្មវិធីសិក្សា និងជំនាញ បណ្តុះបណ្តាល នៅមិនទាន់សម្បូរណ៍បែប ស្វ័យភាពរដ្ឋបាល និងសេរីភាព សិក្សានៅមានកម្រិត ព្រមទាំងនៅមានកង្វះខាត ធនធានសាស្រ្តាចារ្យ ដែលមានសញ្ញាបត្រ កម្រិតបណ្ឌិត និងមានបទ ពិសោធន៍ខ្ពស់ យ៉ាងណាក៏ដោយ ក៏មានអ្នកជំនាញការ និងអ្នកស្រាវជ្រាវជាតិ និងអន្តរជាតិ បានអបអរសាទរ និងបានទទួល ស្គាល់ ចំពោះសមិទ្ធិផល នៃការអភិវឌ្ឍន៍វិស័យ ឧត្តមសិក្សាសំខាន់ៗ ដែលកម្ពុជាសម្រេចបាន ក្នុងរយៈពេល ១៤ ឆ្នាំ គិតចាប់ ពីឆ្នាំ ១៩៩៨ ដល់ ឆ្នាំ ២០១២ នេះ។

ជាការកត់សម្គាល់ នារយៈពេលប៉ុន្មានឆ្នាំ ចុងក្រោយនេះ ប្រទេសកម្ពុជា បានផ្តាស់ប្តូរមុខមាត់ គួរជាទីមោទនភាពជាច្រើន នៅលើឆាកអន្តរជាតិ។
យោងតាមរបាយការណ៍ អភិវឌ្ឍន៍ធនធានមនុស្ស របស់កម្មវិធីអភិវឌ្ឍ នៃអង្គការសហប្រជាជាតិឆ្នាំ ២០១១ បានបង្ហាញថាប្រទេសកម្ពុជា បានជាប់ចំណាត់ថ្នាក់លេខ ១៣៩ ក្នុងចំណោមប្រទេសចំនួន ១៨៧ នៅលើពិភពលោក ខណៈពេលដែល បណ្តាប្រទេសសមាជិកអាស៊ាន ដូចជា ប្រទេសសិង្ហបុរី ជាប់ចំណាត់ថ្នាក់លេខ ២៦ ប្រទេសប្រ៊ុយណេ ជាប់ចំណាត់ថ្នាក់លេខ ៣៣ ប្រទេសម៉ាឡេស៊ី ជាប់ចំណាត់ថ្នាក់លេខ ៦១ ប្រទេសថៃ ជាប់ចំណាត់ថ្នាក់លេខ ១០៣ ប្រទេសឥណ្ឌូណេស៊ី ជាប់ ចំណាត់ថ្នាក់លេខ ១២៤ ប្រទេសវៀតណាម ជាប់ចំណាត់ថ្នាក់លេខ ១២៨ ប្រទេសឡាវ ជាប់ចំណាត់ថ្នាក់លេខ ១៣៨ និង ប្រទេសភូមា ជាប់ចំណាត់ថ្នាក់លេខ ១៤៩។

ទោះបីជាយ៉ាងណាក៏ដោយ កម្ពុជាបាននឹងកំពុងតែខិតខំ ប្រឹងប្រែងយ៉ាងសកម្ម ក្នុងការធ្វើកំណែទម្រង់ប្រព័ន្ធអប់រំ ថ្នាក់ ឧត្តមសិក្សារបស់ខ្លួន ជាបន្តបន្ទាប់ ដើម្បីដណ្តើមយកចំណាត់ថ្នាក់ល្អនាពេលអានាគត និងដើម្បីធ្វើសមាហរណកម្ម ចូលទៅក្នុងសហគមន៍ ប្រជាជាតិអាស៊ីអាគ្នេយ៍ នាឆ្នាំ ២០១៥ ខាងមុខនេះ។ ដើម្បីសម្រេចបាន នូវគោលដៅនេះ ប្រទេស កម្ពុជា នឹងត្រូវប្រកួតប្រជែង ជាមួយបណ្តាប្រទេស សមាជិកអាស៊ានខ្លាំងៗចំនួន ៥ប្រទេស ដែលគ្រឹះស្ថាន ឧត្តមសិក្សា សាធារណៈរបស់ពួកគេ បានជាប់ចំណាត់ថ្នាក់ ពិភពលោក ក្នុងចំណោមសាកលវិទ្យាល័យ ល្បីល្បាញចំនួន ៥០០ ក្នុងពិភពលោកទាំងមូល។

ផ្អែកលើលទ្ធផល វាយតម្លៃជាផ្លូវការ ឆ្នាំ ២០១១-២០១២ របស់ស្ថាប័នវាយតម្លៃ ដ៏មានកត្តិស័ព្ទមួយមានឈ្មោះថា Quacquarelli Symonds (QS World University Rankings 2011/2012) បានបង្ហាញថា ប្រទេសទាំង ៥ នោះរួមមាន ប្រទេសសិង្ហបុរី ជាប់ចំណាត់ថ្នាក់លេខ ២៨ (សាកលវិទ្យាល័យជាតិសិង្ហបុរី) ប្រទេសម៉ាឡេស៊ី ជាប់ចំណាត់ថ្នាក់លេខ ១៦៧ (សាកលវិទ្យាល័យម៉ាឡាយ៉ា) ប្រទេសថៃ ជាប់ចំណាត់ថ្នាក់លេខ ១៧១ (សាកលវិទ្យាល័យជូឡាឡុនកន) ប្រទេសឥណ្ឌូ នេស៊ីជាប់ចំណាត់ថ្នាក់លេខ ២៣៦ (សាកលវិទ្យាល័យឥណ្ឌូនេស៊ី) និងប្រទេសហ្វីលីពីន ជាប់ចំណាត់ថ្នាក់លេខ ៣៣២ (សាកលវិទ្យាល័យហ្វីលីពីន)។

ជាការពិត មានមិត្តអ្នកសិក្សា ជាច្រើនមានចម្ងល់ថា ហេតុអ្វីបាន ជាសាកលវិទ្យាល័យ នៃបណ្តាប្រទេសសមាជិកអាស៊ាន ទាំង ៥ នេះ បានជាប់ចំណាត់ថ្នាក់ពិភពលោក? ខ្ញុំសូមឆ្លៀតឱកាស លើកយកសំណួរនេះ មកពិភាក្សាជាមួយ ប្រិយមិត្តអ្នកសិក្សា និងអ្នកអានសារព័ត៌មានដើមអម្ពិល ទាំងអស់។ តើសាកលវិទ្យាល័យនៅកម្ពុជា អាចនឹងមានឱកាស បានជាប់ចំណាត់ថ្នាក់ ក្នុងចំណោមសាកលវិទ្យាល័យទាំង ៥០០ នៅលើសកលលោកនេះដែរទេ? «ចម្លើយ» ប្រទេសកម្ពុជាមានក្តីសង្ឃឹមជានិច្ច ចំពោះបំណងប្រាថ្នា ក្នុងការដណ្តើមយក ចំណាត់ថ្នាក់ល្អនេះ ប្រៀបបានដូចអ្វី ដែលប្រទេសកម្ពុជា មានឆន្ទៈយ៉ាងមុតមាំ ក្នុងការក្លាយជា សមាជិកពេញសិទ្ធិ នៃអង្គការ ពាណិជ្ជកម្មពិភពលោក (WTO) កាលពីឆ្នាំ ២០០៤ និងសមាជិកមិនអចិន្ត្រៃយ៍នៃ ក្រុមប្រឹក្សាសន្តិសុខ អង្គការសហប្រជាតិ នាពេលអានាគតដ៏ខ្លីខាងមុខនេះដែរ។
អ្នកជំនាញការអន្តរជាតិ បានវាយតម្លៃថា នៅប្រទេសកម្ពុជា មានតែសាកលវិទ្យាល័យ ភូមិន្ទភ្នំពេញ (RUPP) និងសាកល វិទ្យាល័យភូមិន្ទនីតិសាស្ត្រ និងវិទ្យាសាស្ត្រសេដ្ឋកិច្ច (RULE) ប៉ុណ្ណោះ ដែលបច្ចុប្បន្ននេះជា សមាជិកពេញសិទ្ធិនៃ បណ្តាញ សាកលវិទ្យាល័យអាស៊ាន អាចមានសមត្ថភាពប្រកួតប្រជែង ជាមួយគេបាន ប្រសិនបើរាជរដ្ឋាភិបាល ធ្វើហិរញ្ញប្បទាន និង វិនិយោគទុនច្រើន លើសាកលវិទ្យាល័យ ទាំងពីរនេះ។ ប្រទេសកម្ពុជា ត្រូវការពេលវេលាសមស្រប និងថវិកាជាតិរាប់សិប លានរៀល ដើម្បីសម្រេចនូវគោលបំណងនេះ។

តើសាកលវិទ្យាល័យ ដែលជាប់ចំណាត់ថ្នាក់ ពិភពលោកមានលក្ខណៈវិនិច្ឆ័យអ្វីខ្លះ? ចូរយើងធ្វើការត្រិះរិះពិចារណា ទាំងអស់ គ្នា អំពីលក្ខណៈវិនិច្ឆ័យទាំងអស់នេះ។
តាមការស្រាវជ្រាវបង្ហាញថា សាកលវិទ្យាល័យដែលជាប់ចំណាត់ថ្នាក់ពិភពលោក សំដៅទើលើសាកលវិទ្យាល័យ ទាំងឡាយ ណា ដែលមានបទដ្ឋានលំដាប់ថ្នាក់អន្តរជាតិ និងមានលក្ខណៈវិនិច្ឆ័យសំខាន់ៗ ចំនូន ២០ ដូចជា ៖ (១) មានកិត្តិស័ព្ទល្បីរន្ទឺ ជាលក្ខណៈអន្តរជាតិចំពោះការស្រាវជ្រាវ។ (២) មានកិត្តិស័ព្ទជា លក្ខណៈអន្តរជាតិ ចំពោះការបង្រៀន។ (៣) មានចំនួនអ្នក ស្រាវជ្រាវល្បីៗ និងមានថ្នាក់ដឹកនាំពិភពលោក ជាច្រើននៅក្នុងវិស័យជំនាញនីមួយៗ។ (៤) មានការទទួលស្គាល់ មិនត្រឹមតែពី សាកលវិទ្យាល័យ ចំណាត់ថ្នាក់ពិភពលោក ដទៃទៀតឡើយ ប៉ុន្តែថែមទាំង មានការ ទទួលស្គាល់ ពីពិភពស្ថាប័នឧត្តមសិក្សា ខាងក្រៅផងដែរ។ (៥) មានបង្កើតគំនិតច្នៃប្រឌិត និងមានបង្កើត ការស្រាវជ្រាវអនុវត្តន៍ និងជាមូលដ្ឋានសប្បូរបែប។ (៦) មានលទ្ធផលស្រាវជ្រាវ ប្រកបទៅដោយភាពច្នៃប្រឌិត ដែលទទួលស្គាល់ដោយអ្នកជំនាញ និងមានទទួលពានរង្វាន់ផេ្សងៗ ឧទាហរណ៍ដូចជា ពានរង្វាន់ណូបែល។ (៧) មានការទាក់ទាញនិស្សិត ឲ្យចូលសិក្សា និងបញ្ចេញនិស្សិតមកវិញល្បីៗ។ (៨) អាចទាក់ទាញ និងរក្សាបុគ្គលិក សាស្រ្តាចារ្យ ឲ្យបំពេញការងារបានយូរអង្វែង។ (៩) អាចជ្រើសរើសសម្រាំង និស្សិត និងបុគ្គលិកពីទីផ្សារអន្តរជាតិ។ (១០) អាចទាក់ទាញ ចំនួនសមាមាត្រនិស្សិត ថ្នាក់ក្រោយឧត្តមសិក្សាខ្ពស់ ទាំងការបង្រៀន និងទាំងការស្រាវជ្រាវ។ (១១) អាចទាក់ទាញ ចំនួនសមាមាត្រនិស្សិតពីបរទេស មានប្រតិបត្តិការ នៅលើទីផ្សារពិភពលោក និងមានសកម្មភាព ជាលក្ខណៈអន្តរជាតិ ជាច្រើន ឧទាហរណ៍មានបណ្តាញស្រាវជ្រាវ ជាលក្ខណៈអន្តរជាតិ មានកម្មវិធី ផ្លាស់ប្តូរ និស្សិត និងបុគ្គលិក និងមានកម្មវិធីទស្សនកិច្ច សិក្សាជាអន្តរជាតិ។ (១២) មានហិរញ្ញវត្ថុរឹងមាំ។ (១៣) មានទទួលចំណូល និង មូលធនអំណោយដ៏ច្រើនមហិមា។ (១៤) មានប្រភពចំណូលផេ្សងៗ ឧទាហរណ៍ចំណូលបានមកពី រដ្ឋាភិបាល ក្រុមហ៊ុន ឯកជន ចំណូលស្រាវជ្រាវ និងចំណូលថ្លៃសិក្សា របស់និស្សិតបរទេស។ (១៥) មានផ្តល់នូវគុណភាពអប់រំខ្ពស់ និង មានលើក ទឹកចិត្ត ឲ្យមានការស្រាវជ្រាវ និងមានបរិយាកាសអប់រំល្អ ចំពោះបុគ្គលិក និងនិស្សិត (ឧទាហរណ៍ ដូចជា គុណភាពខ្ពស់នៃ សំណង់អាគារ សម្ភារៈរូបវ័ន្ត និងបរិវេណ សាកលវិទ្យាល័យ)។ (១៦) មានក្រុមការងារគ្រប់គ្រងចំណាត់ថ្នាក់ពិភពលោក ប្រចាំ គ្រឹះស្ថាន ដោយមានទស្សនវិស័យ ប្រកបទៅដោយយុទ្ធសាស្រ្ត និងមានផែនការអនុវត្តផេ្សងៗ (១៧) បានបណ្តុះនិស្សិត ដែល នឹងទទួលបាននូវតំណែង ដ៏មានឥទ្ធិពល និងអំណាច នៅក្នុងប្រទេស និងក្រៅប្រទេស (ដូចជា តំណែងនាយករដ្ឋមន្រ្តី និង ប្រធានាធិបតី រដ្ឋមន្រ្តី អ្នកការទូត និង អ្នកនយោបាយជាដើម)។ (១៨) មានអាយុកាលបង្កើតយូរអងែ្វង ឧទាហរណ៍ដូចជា សាកលវិទ្យាល័យ Oxford និង Cambridge នៅចក្រភពអង់គ្លេស និងសាកលវិទ្យាល័យ Harvard នៅសហរដ្ឋអាមេរិក។ (១៩) បានចូលរួមវិភាគទាន យ៉ាងធំធេង ក្នុងការបម្រើសង្គមជាតិ នាពេលបច្ចុប្បន្ន និង (២០) បានបន្តខិតខំប្រឹងប្រែងប្រកួត ប្រជែង ស្តង់ដារអន្តរជាតិ ជាមួយសាកលវិទ្យាល័យ លំដាប់ថ្នាក់ពិភពលោកដទៃទៀត ជារៀងរាល់ឆ្នាំ។ ហេតុដូច្នេះ ជំហានដំបូង ប្រទេសកម្ពុជាត្រូវរៀនសូត្រ បទពិសោធន៍ ពីសមាជិកបណ្តាប្រទេសអាស៊ាន ដែលបានជាប់ចំណាត់ ថ្នាក់ពិភពលោកនេះ។ ជាពិសេស ប្រទេសកម្ពុជាត្រូវធ្វើការ សិក្សាស្រាវជ្រាវ ពីគន្លាតខុសគ្នានៃគ្រឹះស្ថាន ឧត្តមសិក្សានៃ ប្រទេសនីមួយៗ នៅក្នុងសមាគមប្រជាជា តិអាស៊ីអាគ្នេយ៍នេះ ដើម្បីឆ្ពោះទៅរកសហគមន៍អាស៊ាន នាឆ្នាំ ២០១៥ ខាងមុខ នេះ។ ជាមោទនភាព សមិទ្ធិផលសំខាន់ៗ ដែលរាជរដ្ឋាភិបាលកម្ពុជា សម្រេចបានក្នុងគោលនយោបាយ លើកកម្ពស់គុណ ភាពអប់រំថ្នាក់ ឧត្តមសិក្សា ក្នុងរយៈពេល ១៤ ឆ្នាំ កន្លងទៅនេះ រួមមានដូចជា ៖

១). គ្រឹះស្ថានឧត្តមសិក្សារដ្ឋចំនួនពីរ គឺសាកលវិទ្យាល័យភូមិន្ទភ្នំពេញ និងសាកលវិទ្យាល័យភូមិន្ទនីតិសាស្រ្ត និងវិទ្យាសាស្រ្ត សេដ្ឋកិច្ច បានក្លាយជាសមាជិក ពេញសិទ្ធិ នៃបណ្តាញសាកលវិទ្យាល័យអាស៊ាន ដែលជាស្ថាប័នមួយបានបង្កើត ឡើងក្នុង ខែវិច្ឆិកាឆ្នាំ ១៩៩៥ និងមានសមាជិកចំនួន ២៦ សាកលវិទ្យាល័យ ក្នុងសមាគមប្រជាជាតិអាស៊ីអាគ្នេយ៍។ តួយ៉ាង និស្សិតដែល បានបញ្ចប់ការសិក្សា ថ្នាក់បរិញ្ញាបត្រ នៅគ្រឹះស្ថានឧត្តមសិក្សាកម្ពុជា បាននិងកំពុង ទទួលស្គាល់គុណភាព អប់រំពីសំណាក់ សាកលវិទ្យាល័យល្បីៗ នៅក្នុងតំបន់ និងលើពិភពលោក តាមរយៈការអនុញ្ញាតឲ្យ ចូលរៀនថ្នាក់ក្រោយ ឧត្តមសិក្សារបស់ពូក គេ។
ជាការកត់សម្គាល់ និស្សិតកម្ពុជាទាំងនោះ អាចប្រកួតប្រជែង ជាមួយនិស្សិតបរទេសដទៃទៀត និងទទួលបានលទ្ធផលសិក្សាយ៉ាងត្រចេះត្រចង់។ ឧទាហរណ៍ និស្សិតកម្ពុជាត្រូវបានអនុញ្ញាត ឲ្យបន្តការសិក្សា ថ្នាក់ក្រោយឧត្តម នៅប្រទេសអូស្រ្តាលី តាមរយៈ អាហារូបករណ៍រដ្ឋាភិបាល អូស្ត្រាលី មានចំនួន ៤៨០ នាក់គិតចាប់តាំងពីឆ្នាំ ១៩៩៤ មក និងបណ្តាប្រទេសជាមិត្ត ដទៃទៀត។

២). គ្រឹះស្ថានឧត្តមសិក្សា នៅក្នុងប្រទេសកម្ពុជា បានកើនឡើងរហូតដល់ ៩១ សាកលវិទ្យាល័យ ក្នុងនោះ រដ្ឋមាន ៣៤ និង ឯកជនមាន ៥៧គ្រឹះស្ថានក្នុងខេត្តក្រុងទាំង ១៩ ។
យោងតាមរបាយការណ៍ របស់ក្រសួងអប់រំ យុវជន និងកីឡា ឆ្នាំ ២០១១ បានបង្ហាញថា និស្សិតថ្នាក់ឧត្តមសិក្សា និងថ្នាក់ ក្រោយ ឧត្តមសិក្សាមាន ការកើនឡើងជារៀងរាល់ឆ្នាំ ឧទាហរណ៍ ក្នុងឆ្នាំសិក្សា ២០១០- ២០១១ មាននិស្សិតថ្នាក់បណ្ឌិត ចំនួន ៩៨១ នាក់ ថ្នាក់អនុបណ្ឌិតមាន ចំនួន ១២,៨៨៧ នាក់ ថ្នាក់បរិញ្ញាបត្រ មាន ចំនួន ១៧៣,២៦៤ នាក់ និង ថ្នាក់បរិញ្ញាបត្ររងមានចំនួន ២០,៧១៩ នាក់ ។
អាត្រានៃការចូលសិក្សា ថ្នាក់ឧត្តមសិក្សានេះ បានសបញ្ជាក់ឲ្យឃើញថា ចំនួនធនធានមនុស្សរបស់ កម្ពុជាមានការកើនឡើង ទាំងបរិមាណ និងគុណភាពជារៀងរាល់ឆ្នាំ ដើម្បីចូលរួមចំណែក កសាងប្រទេសជាតិ។ លើសពីនេះទៅទៀត ក្រសូង និង ស្ថាប័នជាតិចំនួន ១២ បានចូលរួមចំណែកយ៉ាងសកម្ម ក្នុងការផ្តល់សេវាកម្ម ឧត្តមសិក្សានៅកម្ពុជា ដូចជា រាជបណ្ឌិតសភា កម្ពុជា នៃទីស្តីការគណៈរដ្ឋមន្រ្តី ក្រសួងអប់រំ យុវជននិងកីឡា ក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈ ក្រសួងសុខាភិបាល ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ក្រសួងកសិកម្ម រុក្ខាប្រម៉ាញ់ និងនេសាទ ក្រសួងវប្បធម៌ និងវិចិត្រសិល្បៈ ក្រសួងការពារជាតិ ក្រសួងធម្មការ និងសាសនា ក្រសួងមហាផ្ទៃ ក្រសួងសាធារណៈការ និងដឹកជញ្ជូន និងធនាគារជាតិនៃកម្ពុជា។

៣). រាជរដ្ឋាភិបាលកម្ពុជា បានបង្កើត ស្ថាប័នជំនាញសំខាន់ៗ ចំនួនពីរដូចជា គណៈកម្មាធិការទទួលស្គាល់ គុណភាពអប់រំនៃ កម្ពុជា (គទក) និងឧត្តមក្រុមប្រឹក្សាអប់រំជាតិ ។ ជាពិសេស គទក បានចាប់ផ្តើមដំណើរការវាយ តម្លៃទទួលស្គាល់គុណភាព អប់រំថ្នាក់ឆ្នាំ សិក្សាមូលដ្ឋានគ្រប់គ្រឹះស្ថាន ឧត្តមសិក្សាទាំងអស់ទូទាំងផ្ទៃប្រទេស (តាមស្តង់ដារ គុណភាពអប្បបរមាទាំង៩ សម្រាប់ការផ្តល់ការ ទទួលស្គាល់គុណភាពអប់រំ លើគ្រឹះស្ថានឧត្តមសិក្សា) ចាប់តាំងពីឆ្នាំ ២០០៥ មក ព្រមទាំងបានចាប់ ផ្តើមធ្វើការវាយតម្លៃ ទទួលស្គាល់គុណភាព អប់រំលើគ្រឹះស្ថានឧត្តមសិក្សាទាំងមូល (ទាំងថ្នាក់ឧត្តមសិក្សា និងក្រោយឧត្តម សិក្សា) ជាបន្តបន្ទាប់ទៀត។ ចំណែកឯ ឧត្តមក្រុមប្រឹក្សាអប់រំជាតិវិញ ស្ថិតនៅក្រោមការដឹកនាំផ្ទាល់ របស់សម្តេចនាយករដ្ឋ មន្រ្តី ក្នុងការអនុវត្តន៍ ឲ្យមានប្រសិទ្ធភាព នូវច្បាប់ស្តីពីការអប់រំ និងបង្កើតគោលនយោបាយ និងយុទ្ធសាស្រ្តអប់រំក្នុង រយៈ ពេលវែង ដើម្បីឆ្លើយតប នឹងការអភិវឌ្ឍន៍សេដ្ឋកិច្ច និងសង្គមរបស់រាជរដ្ឋាភិបាល។

៤). រាជរដ្ឋាភិបាលកម្ពុជា បានដាក់ចេញយុទ្ធសាស្ត្រ ច្បាស់លាស់ទាក់ទង នឹងការពង្រឹងគុណភាព អប់រំដូចមានចែងនៅ ក្នុង ផែនការយុទ្ធសាស្រ្ត អភិវឌ្ឍន៍ជាតិ បច្ចុប្បន្នកម្ម ឆ្នាំ ២០០៩ -២០១៣ « រដ្ឋាភិបាលកម្ពុជា នឹងបន្តបង្កើនចំណាយថវិកា និង កៀងគរហិរញ្ញប្បទាន ឲ្យបានច្រើនទៀត សម្រាប់គាំទ្រការអប់រំ ដើម្បីធានាគុណភាពអប់រំ ឲ្យកាន់តែមានកម្រិតខ្ពស់ និង ប្រកបដោយប្រសិទ្ធភាព។ នៅកម្រិតឧត្តមបានបង្ហាញ អំពីតម្រូវការនិស្សិត ដែលបានបញ្ចប់ការសិក្សា នៅឧត្តមសិក្សា នឹង ក្លាយទៅជាអ្នកវិទ្យាសាស្រ្ត និយោជក និងជាប្រជាពលរដ្ឋ ដែលអាចត្រិះរិះបាន ល្អិតល្អន់និងធ្វើសេចក្តីសម្រេចចិត្ត ដោយ មានអំណៈអំណាងត្រឹមត្រូវ នាពេលអនាគតរយៈពេលខ្លី និងរយៈពេលវែងរបស់កម្ពុជា»។ មានផែនការយុទ្ធសាស្រ្តជា ច្រើន ទៀតដូចជា គោលនយោបាយជាតិ ស្តីពីការអភិវឌ្ឍន៍យុវជន ផែនការយុទ្ធសាស្រ្តអប់រំ ឆ្នាំ ២០០៩ -២០១៣ និងផែនការ គោលសម្រាប់អភិ វឌ្ឍការស្រាវជ្រាវ ក្នុងវិស័យអប់រំ ឆ្នាំ ២០១១ -២០១៥ ជាដើម។

៥). រាជរដ្ឋាភិបាលកម្ពុជា តាមរយៈស្ថាប័ននីតិប្រតិបត្តិ និងស្ថាប័ននីតិបញ្ញត្តិ បានតាក់តែង និងអនុម័ត្តច្បាប់ និងវិធានគតិយុត្ត ជាច្រើនទាក់ទងនឹងវិស័យអប់រំ ដូចជា ច្បាប់ស្តីពីការអប់រំ ព្រះរាជក្រិត្យស្តីពីការទទួល ស្គាល់គុណភាពអប់រំនៃ គ្រឹះស្ថានឧត្តម សិក្សា អនុក្រិត្យ ស្តីពីលក្ខណៈវិនិច្ឆ័យ នៃការបង្កើតសាកលវិទ្យាល័យ និងអនុក្រិត្យស្តីពីកម្មវិធីបណ្តុះ បណ្តាលថ្នាក់បណ្ឌិត ជាដើម។

៦). គម្រោងអភិវឌ្ឍន៍ គុណភាពអប់រំថ្នាក់ ឧត្តមសិក្សាជាច្រើន ត្រូវបានបង្កើតឡើង ក្រោមជំនួយបច្ចេកទេស និងហិរញ្ញវត្ថុពី បណ្តាប្រទេសជាមិត្តនានាដូចជា សហរដ្ឋអាមេរិក អូស្រ្តាលី ចក្រភពអង់គ្លេស ជប៉ុន ។ល។ និងស្ថាប័នអភិវឌ្ឍអន្តរជាតិផ្សេងៗ ដូចជា ធនាគារអភិវឌ្ឍអាស៊ី ធនាគារពិភពលោក និងអង្គការសហប្រជាជាតិ។ ឧទាហរណ៍ គម្រោងសម្រាប់រយៈពេល៥ ឆ្នាំ (២០១១ -២០១៥)  របស់ធនាគារពិភពលោក ដែលមានទឹកប្រាក់សរុបចំនួន ២៣ លានដុល្លាអាមេរិក សម្រាប់អភិវឌ្ឍវិស័យ អប់រំថ្នាក់ឧត្តសិក្សា នៅប្រទេសកម្ពុជា។ គម្រោងទាំងនេះរួម មានការពង្រឹងសមត្ថភាពស្ថាប័ន ការផ្តល់ហិរញ្ញប្បទាន ដើម្បើ ធ្វើការស្រាវជ្រាវ និងច្នៃប្រឌិត ការពង្រឹងគុណភាពស្រាវជ្រាវ បង្រៀន និងរៀន និងការផ្តល់អាហារូបករណ៍ អាទិភាពដល់ និស្សិតក្រីក្រចំនួន ១០០០ នាក់ ក្នុងមួយឆ្នាំ ជាពិសេសសម្រាប់និស្សិតជានារីភេទ ។

កំពត-កៀងយ៉ាង ៖ នៅ​ពេល​ព្រឹក​ព្រលឹម​ថ្ងៃទី ២៤ មិថុនា នាយក​រដ្ឋមន្រ្តី កម្ពុជា-វៀត​ណាម​បាន​បង្ហាញ​វត្តមាន​នៅ​ឯ​ព្រំដែន​ប្រទេស​ទាំង​ពីរ​ខេត្ត​កំពត-កៀងយ៉ាង ​ដើម្បី សម្ពោធ​បង្គោល​ព្រំដែន​លេខ ៣១៤ ដែល​ជា​ការ​សម្ពោធ​បង្គោល​ព្រំដែន​លើក​ទី​​២ បន្ទាប់​ពី​សមភាគី​ទាំង​ពីរ​បាន​សម្ពោធ​បង្គោល​ព្រំដែន លេខ ១៧១ នៅ​ច្រក​ទ្វារ​ព្រំដែន​អន្តរជាតិ​បាវិត-ម៉ុកបាយ​កាល​ពី​ឆ្នាំ​២០០៦ នោះ។ បង្គោល​ព្រំដែន លេខ ៣១៤ ជា​បង្គោល​ចុង​ក្រោយ​បង្អស់ នៃ​ខ្សែ​ព្រំដែន​គោក​កម្ពុជា-វៀតណាម នៅ​ចំណុច​ឆ្នេរ​សមុទ្រ ខេត្ត​កំពត និង កៀងយ៉ាង​ ។

ស្វាយរៀងៈ អនុប្រធានទី១ក្រុមការងារចុះជួយក្រុង ស្វាយរៀងលោក ម៉ែន វិបុល បានប្រាប់ឲ្យសមាជិក គណបក្សប្រជាជនកម្ពុជាទាំងអស់ ជាពិសេសក្រុមប្រិក្សាឃុំ-សង្កាត់ក្រុងស្វាយរៀង ដែលទើបតែជាប់ ឆ្នោតថ្មីៗ ត្រូវស្វែងរកចំណុចខ្លាំង និងចំណុចខ្សោយ ពីការបោះឆ្នោតក្រុមប្រឹក្សាឃុំ-សង្កាត់នាពេលកន្លង មក ដើម្បីយើងធ្វើការកែលម្អ និងធ្វើយ៉ាងណាឲ្យសំឡេងឆ្នោត កាន់តែកើនឡើងបន្ថែមទៀត នាពេល បោះឆ្នោតខាងមុខ។

មានប្រសាសន៍នៅក្នុងពីធីបូកសរុបលទ្ធផលការងារបោះឆ្នោតក្រុមប្រឹក្សាឃុំ-សង្កាត់ ក្នុងអាណត្តិទី៣ នៅព្រឹកថ្ងៃ អាទិត្យ ទី ២៣ ខែ មិថុនា ឆ្នាំ២០១២ នាសាលប្រជុំឆ្នេរទន្លេ លោក ម៉ែន វិបុល អភិបាលរង ខេត្តស្វាយរៀង និងជាអនុប្រធានទី១ ក្រុមការងារចុះជួយក្រុងស្វាយរៀង បានចាត់ទុកលទ្ធផលការបោះ ឆ្នោតក្រុមប្រឹក្សាឃុំ-សង្កាត់ អាណត្តិទី៣ នាពេលកន្លងមករបស់ក្រុងស្វាយរៀង គឺទទួលបានជោគជ័យ ដ៏ ធំធេងទៅតាមការគ្រោងទុករបស់គណបក្សប្រជាជនកម្ពុជា ក្រុងស្វាយរៀង។
លោកបានថ្លែងថា «នេះជាលទ្ធផលដ៏គួឲ្យពេញចិត្ត ក៏ប៉ុន្តែយើងត្រូវស្វែងពីចំណុចខ្លាំង និងចំណុច ខ្សោយ របស់យើងបន្ថែមទៀត ដើម្បីងាយស្រួលក្នុងការកែលម្អ ចំណុចខ្វះខាត ដែលយើងមានកន្លង មក»។

យោងតាមលទ្ធផលបោះឆ្នោតកន្លងមកក្រុងស្វាយរៀង ដែលមាន៧សង្កាត់ គណបក្សប្រជាជនបាន ទទួលអាសនៈ ក្រុមប្រឹក្សាឃុំ-សង្កាត់ចំនួន៤២ អាសនៈ ក្នុងចំណោម៤៥អាសនៈ ពោលគឺមានការកើន ឡើង ២អាសនៈបើប្រៀបធៀបនឹងអាណត្តិមុនព្រមទាំងឈ្នះដាច់ ៤សង្កាត់ក្នុងចំណោម ៧សង្កាត់។

សម្តេចបន្តថា ការបោះបង្គោលព្រំដែន រវាងប្រទេសទាំងពីរ គឺឈរលើមូលដ្ឋានច្បាប់ និងអន្តរជាតិ ដោយគោរពតាមការ ព្រមព្រៀងរបស់បារាំង ដែលបានរក្សាទុក ហើយការបង្គោលព្រំដែន គោកលេខ ៣១៤នេះ មានសារសំខាន់ណាស់ សម្រាប់តភ្ជាប់ ក្នុងការបោះបង្គោល ព្រំដែនទឹក នៃប្រទេសទាំងពីរ។

សម្តេចបន្តថា ការបោះបង្គោលព្រំដែននេះ មិនត្រឹមតែជាការពុះចែកព្រំសីមា នៃប្រទេសទាំងពីរនោះទេ ប៉ុន្តែវាជាការចង់បាន និងទន្ទឹងរង់ចំារវាងប្រទេសទាំងពីរ។
សម្តេចបានបញ្ជាក់ថា "ការបោះបង្គោលព្រំដែន កម្ពុជា-វៀតណាម លេខ៣១៤នេះ ដើម្បីឲ្យក្លាយទៅជាយន្តការ ប្រគៀកស្មាគ្នា ក្នុងស្មារតីភាតរភាពជាអមតៈ និងការបង្កើត នៃកិច្ចអភិវឌ្ឍន៍លើគ្រប់វិស័យ នៅតាមបណ្តោយខ្សែបន្ទាត់ នៃប្រទេសទាំងពីរ" ។

នៅក្នុងឱកាសនោះ លោក ង្វៀន តាន់យ៉ុន នាយករដ្ឋមន្រ្តី នៃប្រទេសវៀតណាម មានប្រសាសន៍ផងដែរថា ការបង្គោលព្រំដែនលេខ ៣១៤ នៅជាប់មាត់សមុទ្រ នៃប្រទេសទាំងពីរ ដែលមានខ្យល់អាកាសបរិសុទ្ធនេះ ដែលអនាគតរំពឹងថា នឹងក្លាយជាតំបន់ទេសចរណ៍ ដ៏សំខាន់របស់ប្រជាជន រវាងប្រទេសទាំងពីរ និងភ្ញៀវទេសចរ អន្តរជាតិ ហើយពេលនោះ នឹងបង្ហាញពីកិច្ចសហប្រតិបត្តិការ កាន់តែខ្លាំងរបស់ប្រទេសទាំងពីរ បន្ថែមទៀត។

- នាយករដ្ឋមន្រ្តីវៀតណាម បានមានប្រសាសន៍ថា នេះជាលើកទី២ហើយ ដែលបានរួមគ្នាសម្ពោធ បង្គោលព្រំដែន ដែលលើកទី១ បានធ្វើឡើងនៅខេត្តស្វាយរៀងនោះ។

VIETNAMESE FORCE HELPING CAMBODIA, DIPLOMATS ASSERT

Several thousand Vietnamese troops and military advisers returned to Cambodia last fall after a much-publicized withdrawal and are helping the Cambodian Government to defend two strategic cities from guerrilla attack, two senior Eastern European diplomats say.
The diplomats said the Government invited Vietnamese forces back in October, a month after it announced their departure. The report indicates the precarious position of Cambodia's Vietnamese-installed Government, which is under attack from the guerrillas of the Khmer Rouge and other Cambodian forces opposed to the Vietnamese influence.

Cambodian and Vietnamese officials deny that there are Vietnamese troops in Cambodia or that any returned after their withdrawal. China, the Khmer Rouge and the two non-Communist Cambodian factions allied to the Khmer Rouge have asserted that thousands of Vienamese troops never left.
Defensive Lines in Northwest

But the Vietnamese Ambassador here, Ngo Dien, said in an interview that Vietnamese military advisers, whose numbers he did not disclose, had returned to Cambodia at Phnom Penh's request to help design strategic defensive lines in the northwest, fix tanks, trucks and armored cars and train officers and recruits in tactics and artillery.

If Phnom Penh risked its international credibility by secretly inviting Vietnamese forces back, it clearly felt that the loss of additional territory to the Cambodian insurgents would create unacceptable morale and political problems.

''On secret military matters, if the Cambodians need some people to advise or do something on a technical matter, we don't say no,'' Mr. Dien said.

Start of Rainy Season
The two Eastern European diplomats said all Vietnamese troops left Cambodia at the end of September, as Hanoi promised. But in response to an urgent request from Prime Minister Hun Sen after opposition advances and the fall of the gem-mining town of Pailin on Oct. 24, they said, Vietnam agreed to send a special force as large as 3,000 to help defend the perimeter of Battambang, Cambodia's second-largest city. The Vietnamese began to arrive by helicopter on Oct. 29, one of the diplomats said.

At least 5,000 Vietnamese troops are encamped around Battambang and Sisophon to insure that these provincial capitals do not fall to the Khmer Rouge and its allied non-Communist factions, the two Eastern European diplomats said.

One diplomat said Mr. Hun Sen was told by Foreign Minister Nguyen Co Thach of Vietnam at the end of December that Vietnamese troops would be withdrawn irrevocably at the start of the rainy season, around the end of April.

A third senior Eastern European diplomat said he had been told that at least 1,000 members of Vietnamese special forces entered Cambodia at the end of October, but he said he did not know if they were still here. ''I know Vietnam wanted to be clean before Jakarta,'' he said, referring to the conference in Indonesia that is scheduled to begin later this month to discuss the future of Cambodia. ''By now they might be gone.''

Little Fighting Believed
He said that to his knowledge they had done little fighting. ''But the important thing is that the Khmer Rouge knew that between them and Battambang, there were Vietnamese,'' he said.
The diplomat said it was difficult ''to draw a frontier between military advisers and soldiers,'' but added that now ''the presence of every Vietnamese adviser, specialist or even combatant is paid for by Cambodia.''

Asked why he would disclose such sensitive and embarrassing information, a senior Eastern European diplomat with long experience here said, ''I believe in the truth, and with changes at home, it is easier to tell it.''

Another Eastern European diplomat said Chinese, American and Southeast Asian aid was continuing to go to the opposition, ''and it is no shame for Vietnam to respond to a request for help.''
Denies Troop Involvement

Dith Munty, Cambodia's First Deputy Foreign Minister, said in an interview that there were no Vietnamese troops or military advisers here. Advised of Mr. Dien's comments, he then said that ''as far as I know, there are Vietnamese military attaches and aides working in Cambodia,'' but no troops.
He said statements that Vietnamese troops came to help in Battambang were not true and ''a fabrication.'' He said Cambodia welcomed international verification to prove that no Vietnamese troops remained.

Chum Bun Rong, a Cambodian Foreign Ministry spokesman, also said there were no Vietnamese troops here. ''If we had them, the Khmer Rouge could not seize a part of the country,'' he said. ''We welcome verification by an international team even before a peace settlement. We don't want to be hostage to accusations that poison the soil.''

Diplomats and aid workers say the Khmer Rouge control large areas of the countryside in a part circle beginning about 30 miles from the two city centers, where the three lines of defensive perimeters end. The Khmer Rouge have cut the Phnom Penh-Battambang rail line north of Pursat by blowing up two bridges, though Cambodian officials say they are under repair. #12,000 Living on Streets While the Khmer Rouge maintained they began a frontal attack on Battambang on Jan. 5 and set the city alight, in fact the attacks were mostly made with rockets. Troops did not penetrate the city's suburbs.

Foreign journalists were not allowed to visit Battambang until Jan. 23 and found the city quiet. But they flew into the city on a special flight and were not allowed to travel around the city, except to drive north to Sisophon and Poipet, within the defensive perimeters.
Aid workers and diplomats say that about 12,000 Cambodians displaced by the fighting are now living on the streets of Battambang and that 30 people a day reach the city hospital with gunshot wounds.

The Vietnamese withdrawal last September followed a nearly 11-year occupation that began with their expulsion in January 1979 of the Khmer Rouge Government, under which more than a million Cambodians died. Before the withdrawal in September, Vietnamese generals said they feared that Sisophon and Battambang might fall.

On Right to Seek Assistance
If those cities are taken, Cambodian officials privately say they fear a collapse of already low army morale and a panic in Phnom Penh.
Early last April, when Vietnam, Cambodia and Laos jointly announced that Vietnamese troops would leave Cambodia at the end of September, the declaration included a clause reserving to Cambodia the right to call on assistance again if needed.

Vietnamese officials said in September that should such a request come, it would be judged at the time. They said Hanoi had no interest in returning troops to Cambodia but wished to concentrate on building relations with the West, the United States in particular, which had made Vietnam's withdrawal a condition of diplomatic and commercial relations.

But the United States said that the unilateral Vietnamese withdrawal was not sufficient, and that normalization could only come after a comprehensive settlement in Cambodia. An American embargo on aid and trade to Vietnam continues, and Washington has blocked loans to Vietnam from the World Bank, the International Monetary Fund and the Asian Development Bank.

Shocked by Pailin's Fall
The Eastern European diplomats said Mr. Hun Sen's Government had been shocked by the fall of Pailin. In Hanoi, Maj. Gen. Tran Cong Man confirmed in an interview that Cambodian forces abandoned Pailin ''with no real reason'' when they thought Khmer Rouge forces were about to surround them.

''If a Vietnamese general had behaved like that, he would have been sentenced to death,'' General Man said. He also confirmed that Cambodian soldiers left the town of Svay Chek in northwest Cambodia to the Khmer People's National Liberation Front, after successfully defending it for weeks, when a shell happened to hit their commander's tent. When the Cambodian soldiers saw their commander being evacuated on a stretcher, they followed his litter out of town, General Man said.
A Khmer Rouge attack on Battambang at the end of September had worried ''the military lobby'' in the Phnom Penh Politburo, one Eastern European diplomat said. In early October two members, Deputy Defense Minister Pol Saroeun and the former Defense Minister and Deputy Prime Minister, Phou Thang, asked Mr. Hun Sen to invite some Vietnamese troops back. He refused several times. But on Oct. 26, after the panicky retreat from Pailin two days earlier, the diplomat said, Mr. Hun Sen spoke with Defense Minister Le Duc Anh and asked for the return of several thousand troops.
Mr. Anh was furious, the diplomat said.

But after two days of consultations in Hanoi, the diplomat said, Mr. Anh told Mr. Hun Sen that the Vietnamese would send 3,000 special forces, elite career soldiers who had not served in Cambodia, to help protect Battambang, but that they would be placed far from the city center. They were said to have begun arriving the next day, Oct. 29.

In Hanoi, General Man also denied that Vietnamese fighting troops were in Cambodia, but said that the Cambodian Army suffered from poor morale and weak leadership.
