អគ្គលេខាធិការដ្ឋាន នៃគណៈកម្មាធិការទទួលស្គាល់គុណភាពអប់រំ នៃកម្ពុជា បានរៀបចំសិក្ខា សាលា បណ្តុះ បណ្តាលមន្ត្រីវាយតម្លែគុណភាពអប់រំឧត្តមសិក្សា ស្តីពីដំណើរការនៃការទទួលស្គាល់គុណភាពអប់ រំលើគ្រឹះស្ថានឧត្តមសិក្សាវគ្គទី២ ឧបត្ថម្ភដោយ ធនាគារពិភពលោក ត្រូវបានប្រារឰធ្វើនៅ សណ្ឋាគារ ឆ្មេរថ្មី ក្រុងព្រះសីហនុ មានរយពេល ៣ថ្ងៃ គឺពីថ្ងៃទី ២៦ ដល់ថ្ងៃទី២៨ ខែតុលា ឆ្នាំ២០១១
ក្រោមអធិបតីភាពឯកឧត្តម បណ្ឌិតសភាចារ្យ តិច សំណាង ទីប្រឹក្សារាជរដ្ឋាភិបាលនៃព្រះរាជាណាចក្រ កម្ពុជាតំណាងដខ្ពង់ខ្ពស់របស់ ឯកឧត្តម ឧបនាយករដ្ឋមន្ត្រី សុខ អាន ប្រធានគណៈកម្មាធិការទទួល ស្គាល់គុណភាពអប់រំនៃកម្ពុជា។ ដោយមានសិក្ខាកាមចូលរួមសរុបចំនួន ១០៤នាក់។
ឯកឧត្តមបណ្ឌិតសភាចារ្យ តិច សំណាង មានប្រសាសន៍បើកសិក្ខាសាលាដោយគូសបញ្ជាក់ថា យន្តការ នៃការធានាគុណភាពអប់រំដែលគណៈកម្មាធិការទទួលស្គាល់គុណភាព អប់រំនៃកម្ពុជាកំពុងអនុ វត្ត ស្រប តាមបរិបទនៅក្នុងតំបន់ និងពិភពលោក និងគោលនយោបាយរបស់រាជរដ្ឋាភិបាលក្រោមការ ដឹកនាំដ៏ ឈ្លាសវៃ ប្រកបដោយគតិបណ្ឌិតរបស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋ មន្ត្រីនៃព្រះ រាជាណាចក្រកម្ពុជា ផ្តល់អាទិភាពខ្ពស់ដល់ ការអភិវឌ្ឍន៍វិស័យ អប់រំគ្រប់ កម្រិត និងយកចិត្ត ទុកដាក់ក្នុង ការពង្រឹង និងធានាគុណភាព អប់រំឧត្តមសិក្សា ដើម្បីផលិតចេញនូវធនធានមនុស្សប្រកប ដោយគុណភាព និងលក្ខណ សម្បត្តិ គ្រប់គ្រាន់សម្រាប់ កម្លាំងចលករ ក្នុងការអភិវឌ្ឍន៍ ប្រទេសជាតិ លើ គ្រប់វិស័យ ដូច្នេះ វិស័យ អប់រំ ជាវិស័យអាទិភាពក្នុងចំណោម វិស័យអាទិភាពទាំងឡាយ។ 
ការបណ្តុះបណ្តាលគ្នានទីបញ្ចប់សម្រាប់ការផលិតធនធានមនុស្សប្រកបដោយគុណភាព និងសមត្ថ ភាពស្របតាម ទស្សនៈថា ការអប់រំល្អគឺជាកូនសោសម្រាប់ ដោះ ស្រាយនូវរាល់បញ្ហាសង្គម និងសេដ្ឋកិច្ច។
ឯកឧត្តមបណ្ឌិតមានប្រសាសន៍បញ្ជាក់ទៀតថា ការបណ្តុះបណ្តាលដល់មន្ត្រីវាយតម្លៃ គុណភាពអប់រំឧត្តម សិក្សារបស់ គ.. ឲ្យយល់ដឹងពីគោលការណ៍នីតិវិធី និងវិធី សាស្ត្រក្នុងការវាយតម្លៃគុណភាពអប់រំលើ គ្រឹះស្ថានឧត្តមសិក្សា ដែលជាគោល ដៅធានាគុណភាពអប់រំរបស់យើង ។ 
មន្ត្រីវាយតម្លៃគុណភាព អប់រំ ជាចលករមួយក្នុងចំណោមចលករដទៃទៀត ក្នុងការធានា និងលើកកំពស់ គុណភាពអប់រំឧត្តម សិក្សាអោយកាន់តែប្រសើរឡើង ។ 
តួនាទីនៃការផ្តល់ការទទួលស្គាល់គុណភាពអប់រំឧត្តមសិក្សា មាន សារៈសំខាន់ណាស់ ក្នុងដំណើរការ ផ្តល់ការទទួលស្គាល់គុណភាពអប់រំ គឺអ្នកពិនិត្យ និងផ្ទៀងផ្ទាត់របាយ ការណ៍ស្វ័យវាយតម្លៃ និងចុះពិនិត្យ ផ្ទៀងផ្ទាត់ភាពជាក់ស្តែងរបស់គ្រឹះស្ថាននីមួយៗ ដើម្បីរកអោយឃើញ នូវចំណុចខ្លាំង ចំណុចខ្សោយ និង ផ្តល់អនុសាសន៍កែលម្អ ហើយជាអ្នកធ្វើរបាយការណ៍ និងលើកអនុសាសន៍ គ..ក ពិនិត្យ និងសម្រេច ក្នុងការផ្តល់ការទទួលស្គាល់គុណភាពអប់រំក្នុងកម្រិតបណ្តោះអាសន្ន ពេញសិទ្ធិ រឺមិនផ្តល់ការទទួល ស្គាល់ គុណភាពអប់រំ ។ 
មន្ត្រីវាយតម្លៃ ជាតួអង្គសំខាន់មួយទៀតដែល បង្ហាញឲ្យមជ្ឍដ្ឋានខាងក្រៅ មើល ឃើញអំពីអព្យាក្រឹត្យភាព និងសុក្រឹត្យភាពរបស់ ..ក នៅពេលចុះ វាយតម្លៃ និងពេលលទ្ធផលរបស់ខ្លួនត្រូវបានផ្សព្វផ្សាយ ជា សាធារណៈ និងមានការទទួល ស្គាល់ជា សាកល ។ ដើម្បីសំរេចជោគជ័យ មន្ត្រីវាយតម្លៃត្រូវវាយតម្លៃប្រកបដោយ តម្លា ភាពគណនេយ្យភាព សុច្ចរិតភាព និងពិនិត្យផ្ទៀងផ្ទាត់អោយបានហ្មត់ចត់ ដោយផ្អែកលើ ទឡិករណ៍ និងភស្តុតាងច្បាស់លាស់ ត្រូវប្រកាន់ខ្ជាប់នូវក្រមសីលធម៌ យុត្តិធម៌ អព្យាក្រឹត្យ វិន័យ សេចក្តី ថ្លៃថ្នូរ និងមានមនសិការវិជ្ជាជីវៈ ពិសេស ត្រូវយល់ដឹងអោយច្បាស់លាស់នូវស្តង់ដារគុណ ភាពអប្បបរមា ទាំងប្រាំបួន និងសូចនាករ នីមួយៗយកមកធ្វើជាមូលដ្ឋានសម្រាប់ការវាយតម្លៃ និងគោរពគោលការណ៍ បទដ្ឋាន នឹងនិតិវិធីដែលបាន កំណត់ដោយ គ..ក ៕

Some 300,000 young Cambodians are entering the domestic labour market every year, but often don’t have the skill sets required by private sector employers, UN Development Programme Deputy Country Director Sophie Baranes said yesterday.

Improving human capital in Cambodia requires a concentrated effort by stakeholders such as government, private sector and education institutions, she said.

“In order to succeed, a sustainable programme of training, or higher education reform, is needed.”

Yesterday, the UNDP in conjunction with the government issued a report titled Human Capital Implications of Future Economic Growth in Cambodia, aiming to provide a roadmap to building up high quality human capital to boost the economy.

At present, there exists a significant gap between market demand and the skills available, and existing educational institutions and curricula are often unresponsive to market demands and the need of the private sector,” the report said.

Supreme National Economic Council Deputy Secretary General Hav Ratank said the government had prioritised human resource development.

Cambodia’s intention to develop its industry requires simultaneous human capital development, he said.

Although there is much work still to be done, Hav Ratanak highlighted work done by the government to improve the situation.

He noted the education budget had increased 8 times over in the 10 years from 2000 to 2010, and added certain measures had been adopted following the global economic crisis to promote employment.

So far, the programmes have assisted 40,000 laid-off workers find employment, he said.

“Indeed, it’s necessary for the government [to assist on human capital development] … but it needs wide cooperation from all the stakeholders and development partners,” he said.

Cambodia's Higher Education Dreams Confront Reality

PHNOM PENH (AFP) — She has two years to go until graduation, but already Cambodian student Chhum Savorn is filled with a sense of dread. The 21-year-old decided to major in finance, hoping she would acquire skills to help develop her country, which is one of the poorest in the world.
Instead, she thinks her education is nearly worthless -- classes are mostly packed with indifferent, cheating students and led by under-qualified professors.
"The low quality of my studies means that I can't help the country, and I'll even have a hard time getting a job that pays enough to help my family," she says.
A growing number of eager young Cambodians are finding themselves duped into a higher education system that suffers from weak management and teaching because it is geared more toward profit than learning.
As a result only one in ten recent graduates are finding work, a worrying figure in a country trying to rebuild after decades of civil war.
Cambodia's schools were obliterated under Khmer Rouge rule in the 1970s when the regime killed nearly two million people -- including most of the country's intellectuals -- as it emptied cities in its bid to forge a Communist utopia.
But as the country rebuilds and the economy grows, it is inundated with institutions peddling low-quality education.
In 2000, there were ten post-secondary institutions in Cambodia. Now there are 70 private and state-run universities. Most programs offered by those institutions are dismal, says Mak Ngoy, deputy director general of higher education at the Ministry of Education, Youth and Sports. "We are not yet satisfied with the current quality of our education," Mak Ngoy says. "I think increasing the number of higher education institutions is a positive sign, but we are struggling with the hard task of strengthening quality," he adds.
Qualified university professors complain that many students rarely do their work and cheating is rampant. A number of students are content to pay for a degree and do not realise the benefit of a good education, says Lav Chhiv Eav, rector of Royal University of Phnom Penh, the oldest and largest state-owned college."Some students are scared of studying hard and think what they need is any degree, not quality. The final result will be joblessness," he says. Most of Cambodia's universities are small-scale institutions with limited of capital, poor facilities and little discipline.
So far, the education ministry has ordered the closing of four institutions that called themselves universities, but gave little education to students. Five years ago there was an attempt to fix Cambodia's higher education institutions, with the formation of a national university accreditation committee. The committee was formed to force institutions to adhere to strict education requirements, but the World Bank pulled its funding for the scheme when it became clear the body would not be independent from government control.
With little official oversight, the quality of many Cambodian universities has worsened, while the number of Cambodians seeking a diploma has shot up. More than 135,000 Cambodians are currently enrolled in some form of higher education, says the education ministry, compared to just 25,000 eight years ago. But only one in 10 recent university graduates have found work, according to the Economic Institute of Cambodia, as the country remains mired in poverty despite the double-digit economic growth.
Ma Sopheap, officer at the Asian Development Bank, says Cambodia will have trouble luring foreign investment if it does not start producing more qualified graduates.
"If the low quality of higher education continues, it will affect Cambodia's economic development," he says. "Then there is no way to reduce poverty."

វប្បធម៌​ក្ដិច​ត្រួយ​គ្នា ឬ​គេ​ហៅ​ថា ប៉ែង​ជើង​ផ្ដួល​រំលំ​គ្នា​នេះ មាន​ទស្សនៈ​យោបល់​ខ្លះ​ទៀត បាន​លើក​ឡើង​ថា គឺ​ដោយសារ​បុគ្គល​ឯ​ណា​នីមួយ​នោះ ខ្វះ​ការ​អប់រំ​ផ្នែក​សីលធម៌​នៅ​ក្នុង​ខ្លួន។ កាល​ណា​មនុស្ស​គ្មាន​សីលធម៌​គេ​អាច​ហ៊ាន​ធ្វើ​អ្វីៗ​គ្រប់​បែប​យ៉ាង​ដើម្បី​ តែ​ខ្លួន​គេ​ម្នាក់ ឬ​បក្ស​ពួក​របស់​ខ្លួន បើ​ទោះ​បី​ជា​ដឹង​ថា ក្រុម​ខ្លួន ឬ​បុគ្គល​ខ្លួន​ឯង​នោះ​ធ្វើ​អំពើ​មិន​ត្រឹមត្រូវ​យ៉ាង​ណា​ក៏ដោយ។

ទាក់ទង​នឹង​ពាក្យ​វប្បធម៌​ក្ដិច​ត្រួយ​គ្នា​មិន​ឲ្យ​លូតលាស់​ ចម្រុងចម្រើន​នេះ គេ​ឃើញ​មាន​ការ​ចែង​ប្រាប់​នៅ​ក្នុង​ព្រះពុទ្ធ​សាសនា​ផង​ដែរ ប៉ុន្តែ​ជា​ពាក្យ​ប្រើ​តាម​ភាសា​បាលី​ថា ព្យាបាទៈ ឬ​ការ​ព្យាបាទ។ គឺ​ជា​ការ​ផ្គង​ចិត្ត ឬ​ប៉ុនប៉ង​គុំកួន​អ្នក​ដទៃ ដែល​ខ្លួន​មិន​ពេញ​ចិត្ត​ឲ្យ​ដល់​នូវ​ក្ដី​វិនាស​អន្តរាយ​គ្រប់​បែប​យ៉ាង។

Dear Mr. Kevin Doyle,

Having read your article titled on “Battambang University Rector Accused of Corruption” (page 13, February 20-21, 2011), I would like to express my deeper concern over the internal conflict of interests between the rector and some lecturers at this university. This conflict can be affected its reputation to attract the prospective students who will enroll in coming year. Moreover, it can be impacted on the glory of current higher education institutions (HEIs) in our beloved country.

I recognized that University of Battambang (UBB) is a top public university that just newly inaugurated under presided over by Prime Minister Hun Sen at the end of 2010. Presently, the numbers of students have dramatically increased every academic year because of high quality of education and leadership. Enrollment has jumped to 5,080 in only three years. As a new beginning, it normally faced some problems with the administrative and financial management. I strongly hope that everything will be resolved in step by step.

As a Cambodian Catholic and civil servant at the Ministry of Education, Youth, and Sport (MoEYS), I would like contribute my personal recommendation to the relevant parties in this dispute as following:

1. Conflicted parties shouldn't revenge their parties through using any claims or reasons against someone in the purpose of personal interests. All parties should join hand together to develop their university in the spirit of solidarity, love, patience, common sense, and public interest. They must deeper understand that university where the place to educate all kinds of human resources in conformity with the Royal Government of Cambodia’s policy. They should be considerate that university is a central heart of Cambodian intellectuals and students to learn, to exchange, and share experiences, knowledge, and good models as well. Also, they must always remember that they are educators in the higher education.

2. Conflict parties should immediately stop using verbal attacks such as corruption, intimidation, labor exploitation, partisanship, and mismanagement via any mass media and complaints to reveal their weakness in the public. They should conduct face to face negotiation in order to find the best resolution to end this dispute. It can help them to win the public's confidence, particularly the Royal Government of Cambodian, students, and people. Success in this endeavor would be their most enduring legacy to their nation and university.

3. Relevant ministries and institutions should pay attention and take an affordable measure to find the trust and resolution on this conflict. It would be impossible without the peaceful intervention of these entities. Mediation or conciliation method should be used in the principle of win, win policies.

At the end, I would like to express my most profound and admiration for your very nobel, very just and very courageous struggle for the freedom of expression in Cambodian in accordance with your slogan stated that “All the News Without Fear or Favor.”

University of Battambang Conduct the US Exchange Forum in Conference Hall

Battambang (13 December 2011): UBB has conducted the special event on the US Exchange Forum that sponsored by US embassy under cooperated with the Institute of Foreign Languages of UBB.

The aim of this forum is to exchange some experiences between the former Fulbright Alumni and UBB's students. There were 500 participants who attended in this forum. UBB students have gained more knowledge relate to the best methods to apply a US scholarship and learning environment at USA.
